Government starts work on Abe's 'second chance' pledge

The government is planning to formulate a comprehensive package of measures by the end of the year to encourage people who have failed in employment and business ventures to try again, according to government sources.

Prime Minister Shinzo Abe, who took office in September, has pledged to promote second opportunities amid criticism of widening social disparities.

The pillars of the package will comprise tax incentives for companies and organizations that support second attempts, a new lending system for failed entrepreneurs to help them launch a business again and boosting corporate pension coverage for part-timers and other nonregular workers.

A task force of senior officials are to meet Monday to begin the business of formulating the package, the sources said.
